  • HIGHLIGHTS OF GRANTS TO
    CITY OF MARTINS VILLE
    OCTOBER, 2008 - DECEMBER, 2010
     

  • Mayor Deckard had the foresight to hire the first ever fulltime Certified Grant Administrator for the City of Martinsville, who was responsible for not only representing the Mayor on community boards and committees (so that he had Continuous feedback on community interests and concerns) but also to spend 90% of her time on searching for grant availability to small Cities, such as Martinsville.

        

    • ·          Over $500,000 received from the IN Fund, a designated fund of the Central Indiana United Way organization. This money was instrumental in helping repair/replace streets and roads damaged in the June, 2008, flood. 

    • ·          Nearly $1 million grant and low-interest loan from SRF and Indiana Office of Community and Rural Affairs for water system updates and replacement, including state of the art sewer lining projects.

    • ·          Martinsville was designated an “Indiana Main Street” community under Mayor Deckard’s leadership, an  exhaustive process which enables Martinsville to apply for Downtown Revitalization grants through various State agencies. Rediscover Historic Martinsville has become an active and vital organization which has brought attention to Martinsville’s downtown, along with monthly community events open and free to the public highlighting what the downtown has to offer Martinsville residents.

    • ·          $50,000 Downtown Revitalization planning grant. A working, visionary plan is now in place for on-going updates and cosmetic changes to the downtown landscape.

    • ·         Due to the $50,000 Downtown planning grant being  completed, the city may now apply for up to $500,000 in Downtown façade’ renovation funding. Ongoing meetings are being held with officials from the Indiana Office of Community and Rural Affairs to apply for this funding.

    • ·         Well over $1 million dollars was received to assist the City in  their portion of the home buy-out project mandated by the State of Indiana on Southview Drive, following the 2008 flood. Without this grant, it would have been nearly impossible for the City to participate in this buy-out without the City going into major debt. Additional grant money to replace any other “out of pocket” expenses the City saw due to this buy-out is expected.

    • ·         $10,000 grant from the Duke Energy Foundation for electrical upgrading downtown on each of the 4 major Corner intersections will allow the City to continue to add exciting entertainment opportunities in partnership with the Rediscover Historic Martinsville organization.  Additionally, this will ease many problems that the Fall Foliage Festival, the City’s biggest downtown event, has had over many years at getting electrical service to vendors attending the Festival.

    • ·          At least 4 grants have been received for the Martinsville Police Department totally approximately $60,000 for  weapons acquisition, expenses for 4 officers to attend a National Law Enforcement Symposium, equipment for the newly established Police Bike Patrol, and equipment for a possible new Canine Officer. Applications have also been submitted for grants to purchase new in-car cameras and new secure evidence lockers.

    • ·         Private grants were received from South Central Indiana REMC to provide the Martinsville Fire Department with smoke detectors to provide (free of charge) to City residents who weren’t able to purchase their own. Batteries for the smoke detectors, along with education on the correct use of the detectors were given to the residents who received their smoke detectors.

    • ·         Applications have been submitted to purchase State-of-the Art equipment for the Firefighters of the MFD which would assist in rescue efforts of persons trapped inside grain elevators.

    • ·          The Mayor’s two representatives to the Morgan County Economic Development Corporation served on the Search Committee which resulted in the hiring in January, 2010, of Joy McCarthy.-Sessing as the new Executive Director Due to the Mayor’s Continuing strong commitment to Economic Development in Martinsville the City has committed office space within the City (at the Clerk/Treasurers office) so that Ms. McCarthy-Sessing will have a true presence in downtown  Martinsville on an On-going basis.

    • ·         Mayor Deckard, again showing his commitment to Economic Development in the City, formed the first ever Redevelopment Commission for the City. The group has now been trained on their responsibilities and is meeting on an On-going basis. The results of this vital group will be an immediate asset to Martinsville’s economic development plans.

    • ·         Again, showing his commitment to bring  jobs and new business to the City, the Mayor has replaced one of his appointments to the Morgan County Economic Development Corporation with himself. He is flow “sitting at the table” with others on that important Board and will have direct access and input to all participants presentations, and °OPPORTUNITIES” that this group can give to the City of Martinsville.
